Barry Hill was born on August 9th 1996 in Los Santos, San Andreas. After graduating high-school, Barry worked locally for many years. With much thought, Barry applied for the San Andreas State Police. He was accepted into the State Police where he went through Academy. There, he met his best friend, Nikolas Thompson. Barry and Thompson graduated the academy and completed their cadet phase together.

On March 15th 2021, Barry completed his cadet program and was officially promoted to a full Trooper within the San Andreas State Police. Less than a month later, Barry and Thompson were promoted together to Senior Trooper on April 9th 2021. Both of them received their FTO Certification during this promotion. Shortly after, the San Andreas State Police disbanded and split into the Los Santos Police Department and Blaine County Sheriff's Office. Barry chose to join the Los Santos Police Department under the leadership of Chief Mac Moody. Barry continued working hard as an FTO. On May 29th 2021, Barry was promoted by Chief Moody to Sergeant of the LSPD.

Barry served in the Los Santos Police Department for awhile longer. During the height of the LSPD, Chief Moody stepped down and a new Chief took over. Barry did not enjoy the environment that this new Chief brought to the department and transferred to the Blaine County Sheriff's Office with Nikolas Thompson on July 15th 2021. on August 6th 2021, Barry was promoted to Lieutenant of Operations within the BCSO and was now apart of the LEO Command team. A few days later, on August 9th 2021, Chris Solace adopted Barry Hill officially recognized in the state of San Andreas.

Serving a long time in the Blaine County Sheriff's Office, it ended when Sheriff Chris Solace came to Barry and asked him for his help to assist in reforming a department, the San Andreas State Police. Barry was excited to see the State Police as a department again and took his job to assist in the creation very seriously. The department was created and signed into law by Governor Paxton on January 6th 2022. Shortly after the reformation of the department and the first swearing-in ceremony, Barry was promoted to Captain within the SASP.

During his journey as Captain and a very successful start to the San Andreas State Police, Chris Solace stepped down. Barry now served under Commissioner Furtaw. Shortly after, on April 3rd 2022, Barry was promoted to Deputy Commissioner which brought him onto LEO High Command. On June 29th 2022, Commissioner Furtaw retired and made Barry the Acting-Commissioner of the State Police. Barry was sworn in as the Fourth Commissioner of the State Police on August 3rd 2022.

Barry Hill presently leads the San Andreas State Police as the Commissioner.
