Jake was born in Colorado, US on 12th of May 1992, to Theodora (mother) and Jonathan (father).
He lived a strict life, with many rules and restrictions, but he had all he wanted and needed. He was taught from a young age to help, protect and serve.

His mother, Theodora, moved from Greece to Romania when she was a kid, with her parents.
His dad, Jonathan, was born in Colorado, and worked most if life in the army as a helicopter pilot and flight instructor, coming from a long family tradition of lawmen -- his family legacy started around 1899 in the wild west, in the state of New Alexandria, where his grand grandfather, Sheriff's Deputy Iacob Ivan, known as Jay Evans at the time lived and died.

After his parents' deaths, he decides to move to Los Santos in search of a new life and put to practice what his parents taught him as a kid and honor the family heritage and join the force. Before he left home, he donated all his money to a charity involving DUI prevention -- he only kept enough money to fly to Los Santos and have some left for basic needs while starting a new life.

Shortly after he arrived in San Andreas, he joined the San Andreas State Troopers and later transferred to LSPD as an FTO. Later in his life, he decided he needed a change after almost dying in a gang-related shooting – so he quit his job with LSPD, and joined the San Andreas Park Rangers, which to him, now, is home.
